At the eighteenth plenary meeting of the Senate of the Oliy Majlis of the Republic of Uzbekistan, the issue of parliamentary control over the implementation of measures to implement the special resolution of the United Nations General Assembly dated 18 May 2018 “On declaring the Aral Sea region a zone of environmental innovation and technologies “.
It was noted that today, given that the tragedy of the Aral Sea, in terms of the scale of its negative humanitarian, environmental and socio-economic consequences, is not only a regional, but also a planetary problem, one of the most important tasks is to reduce its negative impact, to preserve the gene pool in the Aral Sea region. In this direction, the new Uzbekistan, along with the implementation of large-scale reforms to ensure environmental stability and socio-economic development of the Aral Sea region, puts forward many initiatives in authoritative international and regional organizations.
A striking example of this is the adoption on the initiative of the President at the 75th session of the General Assembly of the United Nations on May 18, 2021, a special resolution “On declaring the Aral Sea region a zone of environmental innovations and technologies.”
In order to ensure the practical implementation of the priority tasks identified in the resolution, on July 29, 2021, the President of the Republic of Uzbekistan adopted a resolution “On measures to implement a special resolution of the United Nations General Assembly of May 18, 2021” On declaring the Aral Sea region a zone of environmental innovations and technologies “.
This resolution approved the “Road Map” for 2021-2024, consisting of 71 measures in 7 areas for the widespread introduction of modern resource-saving and highly effective innovative technologies in the Aral Sea region economy, ensuring environmental sustainability, conducting scientific research and introducing scientific and innovative developments into practice, as well as the development of international cooperation.
At the same time, in order to implement the tasks defined in a special resolution, the resolution approved 65 priority innovative projects, the implementation of which is planned in 2021-2024, thanks to which 4,500 new jobs will be created.
In addition, the chambers of the Oliy Majlis, including the Senate, were also recommended to establish effective and regular parliamentary control over the effectiveness of the work carried out within the framework of this decree and resolution. In this regard, it is important to monitor the timely and high-quality execution by ministries and departments, as well as local authorities of the measures provided for by this decree, timely identification and elimination of possible problems with a deep analysis of their implementation by members of the Senate, as well as hearing information from responsible executives on the implementation activities and their effectiveness.
At the meeting, as the main directions of parliamentary control, systematic parliamentary control over the constant interaction and activities of the deputies of the Jokargy Kenes of the Republic of Karakalpakstan, the interdepartmental commission for the implementation of the resolution and the ministries and departments responsible for the implementation of activities, the Council of Ministers of the Republic of Karakalpakstan, khokimiyats of the city of Tashkent and regions were identified.
In addition, the expediency of conducting continuous and systematic monitoring of the implementation of measures, sending parliamentary inquiries to the Government and responsible officials, organizing field studies with the participation of deputies and senators, clarifying the essence and significance of the resolution among the population, the effectiveness of the work carried out within the framework of its tasks, and widespread propaganda in the media.
The relevant committees of the Senate are also entrusted with the tasks of developing international cooperation and attracting foreign investment for the implementation of events, the formation and coordination of internal sources of financing for events, the development of the institutional framework for the introduction of environmental innovations and technologies in the Aral Sea region. Attention is focused on the work that should be carried out in such important areas as ensuring environmental stability, the introduction of innovative technologies in the sectors of the economy, and the development of science.
In addition, during the meeting, the senators widely discussed and emphasized the issue raised during the meeting of the President of the Republic of Uzbekistan Sh.Mirziyoyev with entrepreneurs, which took place on August 20 of this year, where again special attention was paid to the Republic of Karakalpakstan, regarding attracting entrepreneurs from other regions here for further development of entrepreneurship, providing them with various benefits and preferences.
In addition, the Cabinet of Ministers was instructed to develop a “Roadmap” for the stable multilateral development of the Aral Sea region within a month, to envisage projects implemented by business entities from other regions under the motto “Do business in Karakalpakstan”, as well as to make proposals on providing them with various benefits and preferences.
A corresponding resolution of the Senate of the Oliy Majlis was adopted on this issue.
